Birth Registration

Children born to Sri Lankan citizens outside Sri Lanka do NOT automatically receive Sri Lankan citizenship unless their birth is registered under Citizenship Act in Colombo. In order to register your children under Citizenship Act following steps must be followed:

1. Register your child at the nearest Sri Lankan Embassy and obtain a Consular Birth Certificate (CBC) or in lieu of CBC obtain a Confirmation Letter (CL) from the nearest Sri Lankan Embassy. (view Sample CBC, view CL)

2. Apply and register child as a Sri Lankan Citizen under Citizenship Act in Colombo and obtain a Citizenship Certificate (view Sample Citizenship Certificate)

Register your child at the nearest Sri Lankan Embassy and obtain a Consular Birth Certificate

Registration of your child's birth at the nearest Sri Lankan Mission or obtaining a birth confirmation letter is useful under all circumstances. Please contact your nearest Sri Lankan Diplomatic Mission, consulate and obtain a Consular Birth Certificate or Confirmation Letter. Such registration is required to prove that your child was born abroad and the parents were living abroad at the time of child birth. However, please note that Consular birth Certificate does NOT give rights to Sri Lankan citizenship. We have observed that many parents only obtain the Consular Birth Certificate from the Embassy assuming the process is over. This would be a costly mistake as child never gets the Sri Lankan citizenship unless the child birth is registered under Citizenship Act in Colombo. Apply for registration under Citizenship Act in Colombo and obtain the Citizenship Certificate

In order to become a citizen of Sri Lanka the child birth will have to be again registered at the Citizenship Branch in Colombo by submitting the required documents including the Consular Birth Certificate / Confirmation Letter and must obtain a Citizenship Certificate issued under the Citizenship Act. It is ONLY with this certificate that your child will gain the Sri Lankan Citizenship. Important
1. At least one parent must be Sri Lankan citizens at the time of child birth. If parents have obtained citizenship of other countries they are no longer be considered as Sri Lankan unless parents have obtained dual citizenship (How to get Dual Citizenship)

2. If parents have acquired foreign citizenship at the time of child birth and have no Sri Lankan dual citizenship then their children can NOT be considered as Sri Lankans and their birth will not be registered as Sri Lankans. 3. Some countries do NOT allow their citizens to obtain citizenship of another country. If you are citizen of such country you are advised to check before you obtain Sri Lankan Citizenship for your child (View World Dual Citizenship Reference Guide)

4. According to Sri Lankan Law, children born out side Sri Lanka should be registered as citizens within 12 months of birth. Late birth registration (1-18 years) under Citizenship Act will be subject to additional procedures and fee

Special Notice for parents who have children born abroad

Migration Lanka Service receives large number of enquires from Sri Lankan parents living abroad to obtain Dual Citizenships for their children born overseas. Unfortunately, most of the times their Dual Citizenships can not be processed as children were never registered as citizens of Sri Lanka as described above. Most parents wrongfully believe that since parents were Sri Lankans origin or registering birth at the Embassy alone will automatically gain the Sri Lankan Citizenship. This is simply NOT correct. All children have to be registered under Citizenship Act in Colombo in order to become a Sri Lankan Citizen. Without first being a citizen of Sri Lanka, application for Dual Citizenship will not be considered. Most parents realize this only when apply dual citizenships for their children. In such situation before dual citizenship can be considered children have to be registered as Citizens.

Our experience shows that parents face numerous difficulties when trying to register children under Citizenship Act years after their birth. If children are over 18 years then such registration is extremely cumbersome with rigid requirements to fulfill by applicants resulted in children may not gain Sri Lankan citizenship status. Unfortunately, we experience many such disappointed parents.
